Proceeding of the Seminar

Before 1976, Education was exclusively the responsibility of states; the Central government was only concerned with certain areas like coordination and determination of standards in technical and higher education, etc. In 1976, through a Constitutional amendment, education became a joint responsibility. Decisions regarding the organization and structure of education are largely the concern of the states. However, the Union government has a clear responsibility regarding the quality and character of education. In addition to policy formulation, the Ministry of Human Resource Development, Department of Education share with the states the responsibility for educational planning. National Policy on education, 1986 and the Programme of Action (POA)1992 envisages that free and compulsory education of satisfactory quality should be provided to all children up to the age of 14 years before the commencement of the 2 1st Century.

Ms. Sarita Thakur shared her views about Policies and practices for better learning to enrich the learning and teaching process. Further, she said that now this is high time to evaluate the educational policies prevailing in our Education System. This state-level seminar will be an attempt to present opportunities and challenges in the direction of implementing Educational Policies and Practices for better learning.
